Innovate UK Innovation Loans: How UK SMEs Can Borrow Up to £5 Million at 3.7%

Most UK founders discover Innovate UK grants and then discover they do not qualify for them. The competition is fierce, the odds are long, and the paperwork often outweighs the payoff. There is a quieter option most SMEs never hear about: an Innovate UK loan of up to £5 million at an interest rate roughly half what a bank would charge for the same purpose.

What it is

Innovate UK Innovation Loans are patient debt for late-stage research and development, run by Innovate UK, part of UK Research and Innovation. They are aimed squarely at businesses that have already validated their technology, know their route to market, and need runway to finish the job. This is not a grant. It is a repayable loan on soft terms, and a Smart Grant it is not. The current window is an Expression of Interest that opened on 6 June 2026 and closes at 11:00am on 26 August 2026.

Who qualifies

You must be a UK-registered micro, small or medium-sized enterprise. Collaborations do not count here, only single businesses can apply. Your project has to be late-stage R&D with a clear plan to commercialise, and it must sit in one of four priority areas: net zero, health and wellbeing, or the technology families group covering advanced materials and manufacturing, artificial intelligence, and other advanced technologies. The catch that trips many applicants is credit assessment. Even if your innovation is brilliant, if your business cannot demonstrate the ability to repay, the application will fail at the credit review stage.

How much is available

Loans range from £100,000 to £5 million. You can borrow up to 100% of eligible project costs, which includes labour, tooling, market testing, real-world validation, and up to 20% working capital to support commercialisation. Interest sits at 3.7% per annum during the project period on the amounts drawn. During the repayment period it steps up to 7.4% per annum. That is well below what most banks will offer for R&D lending, and there is no equity dilution.

What you need to apply

The Expression of Interest is a filter, not a full application. Get these ready before you start:

  • A clear description of the innovation, its commercial impact, and your route to market
  • Evidence that your technology is late-stage, not concept
  • Three years of accounts, or accounts since incorporation if you are younger
  • A view of how the loan repayment fits your future cash flow
  • Which of the four priority areas your project sits in

If Innovate UK likes what it sees, you will be invited to submit a full application, which then goes through both an innovation review and a credit evaluation.

The deadline

The competition opened on 6 June 2026 and closes at 11:00am UK time on Wednesday 26 August 2026. Successful projects are expected to start from 1 December 2026 and can last up to five years, covering both the R&D and the pre-commercial phase after it.

Our take

This is one of the better-value schemes on offer right now for a specific type of business. If you are a genuine SME, past the “will it work” stage, and short of finance to get to market, the maths tends to work. The rate is well under commercial R&D lending, and taking a loan rather than diluting equity is a rational choice for founders who believe in their upside. Two things kill applications. First, applying when the tech is still early. This scheme is not for prototypes, it is for finishing lines. Second, weak financials. The credit assessment is real and thorough. If your last two years of accounts look shaky, do the diagnostic work before you apply, not after you are rejected.
